PSA Grants AoC to Rowan Drilling Norway

On 27 March 2012, the Petroleum Safety Authority Norway (PSA) granted Rowan Drilling Norway AS (Rowan Drilling) an Acknowledgement of Compliance (AoC) for the mobile drilling facility Rowan Stavanger.

Rowan Stavanger has had an AoC as a living quarters facility since June 2011. This AoC has now been expanded to include drilling.

Rowan Stavanger is a jack-up drilling facility, class KFELS N, delivered in 2011 by the Keppel FELS Shipyard in Singapore.

Rowan Stavanger can accommodate 120 people. The facility is registered in Panama and Det Norske Veritas is the classification society.

The AoC is a statement by the PSA confirming the Norwegian authorities’ confidence that petroleum activities can be carried out using the facility, within the regulatory framework.

It is the PSA’s assessment that petroleum activities can be carried out using the Rowan Stavanger within the regulatory framework. The decision is based on the information provided in the AoC application regarding the technical condition of the facility and the applicant’s organization and management system, as well as the authorities’ verifications and case processing in general.

The validity of this AoC presumes that Rowan Drilling ensures that the facility and relevant parts of the company’s organisation continue to meet regulatory requirements, and that the terms and assumptions in the PSA’s decision are observed.
