On 11 March 2013 and from 16 to 19 April 2013, the Petroleum Safety Authority Norway (PSA) carried out an audit and subsequent follow-up of conditions relating to working environment, emergency preparedness, logistics and materials handling in the project planning of the Safe Boreas mobile living quarters.

The objective of the audit was to verify that the project had established the necessary management systems and associated processes in the project planning and construction phases to permit operation of the facility within the applicable regulatory requirements, within the technical disciplines comprised by the audit.

Non-conformities were identified in connection with:

  • employee participation
  • working environment conditions
  • noise exposure
  • emergency lighting requirements
  • organisational and staffing studies
  • evacuation routes

In addition, improvement points were identified in connection with:

  • identification of non-conformities
  • the design basis for the project
  • involvement of offshore personnel in studies and analyses
  • noise lock to the machine control room
  • materials handling
  • hose stations
  • lift shafts
  • loading and storage decks
  • helicopter deck
  • marking and signage
  • analyses and studies
