PSA Conducts Audit of Statoil’s Measures on Kvitebjørn

On 16 January and from 23-27 January 2012, the PSA conducted an audit of Statoil Petroleum AS (Statoil) in connection with crane and lifting operations and verification of improvement measures on Kvitebjørn.

The audit was aimed at Statoil’s management and leadership of materials handling and technical condition of lifting equipment and lifting operations on Kvitebjørn, as well as established improvement measures within crane and lifting with a main focus on the drilling area on the Kvitebjørn facility.

The background for the audit is the PSA’s experience from previous audit activities, for example vis-à-vis Troll A, Oseberg East, Åsgard A, Åsgard B and Brage in 2010, in addition to the PSA’s follow-up of the order issued on 15 April 2010 and from investigation of incidents on Njord and Gullfaks A.

The PSA has particularly emphasised the information received following these activities regarding Statoil’s work on improvements within the crane and lifting area.

 Objective

The objective of the audit activity was to evaluate Statoil’s management and leadership as regards materials handling. The technical condition of lifting equipment and lifting operations was also assessed in relation to relevant regulatory requirements. In addition, the goal is to verify Statoil’s established improvement measures within crane and lifting, with primary focus on the drilling area.

 Result

The PSA made observations of a technical, operational and organisational nature. he following matters are emphasised:

Handling of non-conformities – competent enterprise

Technical deficiencies – offshore cranes

Technical deficiencies – pipe handling crane

Deficient training in emergency running

MOB boat capacity

Revision and use of materials handling plan

Deficient familiarity with roles and responsibilities

Plan status – safe rig project, deficient goal achievement
